Construction vs. Environment: The Tree-Felling Debate Shaping Nigeria's Urban Future
As Nigeria's cities expand, the tension between development and environmental preservation is reaching a tipping point. Here's what builders, communities, and policymakers need to consider.
Nigeria is building at breakneck speed. From Lagos to Abuja, Port Harcourt to Enugu, cranes dot the skyline and excavators clear land for new developments. But every foundation dug raises a question that’s becoming harder to ignore: at what cost to the environment?
The image of a construction crew breaking ground while community members protest the felling of a mature African Mahogany tree is no longer hypothetical. It is playing out across the country — and it cuts to the heart of a debate that Nigeria can no longer postpone.
The Scale of the Problem
Nigeria loses approximately 350,000 to 400,000 hectares of forest annually — one of the highest deforestation rates in the world. While agriculture accounts for the bulk of this loss, urban development is a rapidly growing contributor.
The numbers tell a stark story:

The Developer’s Perspective
It is easy to cast developers as villains, but the reality is more nuanced.
Lagos needs 1 million new homes annually. Abuja’s population has grown from 300,000 in 1990 to over 6 million today. Builders face immense pressure to deliver housing, commercial space, and infrastructure on tight budgets and tighter timelines.
A developer in Katampe Extension told us: “If I preserve every tree on a plot, I lose 15-25% of developable land. That means higher prices for buyers who are already struggling with affordability. The market doesn’t reward preservation — it rewards units.”
Until regulatory frameworks make preservation economically viable, developers will continue to clear first and ask questions later.
The Community’s Case
What developers see as inefficiency, communities see as heritage.
Mature trees in Nigerian cities provide shade that reduces ambient temperatures by 3-8°C — critical in a country where average temperatures are rising. They absorb stormwater runoff, reducing the flash flooding that devastates Lagos and Benin City annually. And they hold cultural significance that cannot be replaced.
A community leader in Ibadan put it plainly: “They cut down a 60-year-old mango tree that fed three generations of children. They planted two 4-foot saplings by the gate. That is not replacement. That is theatre.”
The Middle Ground: What Actually Works
There is a path forward that serves both development and the environment. It requires intent, investment, and regulatory will.
1. Tree mapping before approval FCDA and state planning authorities should require a tree survey as part of every building permit application. Trees above a certain girth (30cm diameter at breast height) should be mapped and flagged for preservation or mandatory replacement at a 5:1 ratio.
2. Cluster development Rather than spreading low-density housing across cleared plots, developers can cluster buildings on a smaller footprint and preserve the rest as green space. This approach is standard in Singapore and parts of the UAE — countries with far less tree cover than Nigeria once had.
3. Native species in landscaping The common practice of planting exotic ornamentals that provide minimal ecological benefit can be replaced with native species: iroko, mahogany, acacia, and baobab. These trees support local biodiversity and are adapted to Nigeria’s climate.
4. Transferable development rights Allow developers who preserve significant tree cover on one site to transfer unused density to another site. This makes preservation an asset rather than a liability.
5. Tax incentives for green development State governments can offer property tax reductions for developments that retain 30% or more of existing tree cover. Lagos State’s Building Control Agency is exploring this model.
